Convention 2015 **NEW THIS YEAR**

New this year, we will be raffling off (20) $25.00 gift cards to members attending the Convention. Each Union member attending will receive a ticket at the door and the drawing will be held during the convention. The winner MUST be present at the time of the drawing. The Executive Board Members and the Delegates are excluded from the raffle.

Insurance Issues

Hello Everyone,
There seems to be an issue with our insurance where some people do not have their prescriptions applied correctly to their deductible. Everyone who is now using the new high deductible plan needs to make sure they create their account on the MyCigna.com web site. From there you can check your account to see if your prescriptions are being applied to your deductible or not. While you are on the site you will see your charges to your HSA bank account but those charges may not be reflected in your deductible. If this is the case, as it was for myself, you may have already met your deductible but due to the error your account may not indicate that you have reached it yet. This could create a situation where you would still need to pay for prescriptions or doctor visits that should be covered. In order to help get this resolved the pension department needs to know the scope of the issue. Anyone who finds that their prescriptions have not been applied and most importantly those people who should be over their deductible and need to get their prescriptions filled need to contact the pensions department. It would be best if you sent them an email with your name and the issue rather than calling so they can handle their normal daily business but they do need to know the number of people affected and their contact information. Insurance Opt Out

Hey Everyone,
Have an important reminder for everyone about the opt out provision of our current insurance plans. Even if you have declined coverage in the past you still need to fill out the Opt-Out Form. As long as you have another insurance not provided by the city (as in your husband or wife has city coverage and you declined it), you are entitled to the $1500. Please complete the Opt-Out form as soon as possible to make sure you get the money that you are entitled to. I’ve included links to the form below and the Pension and Benefits Open enrollment page.

Insurance Information / Open Enrollment

Insurance Information Calendar Flyer

Open Enrollment will begin on May 18th and run through June 10th 2015. Because of recently approved changes to your Collective Bargaining Agreement, the City will conduct informational meetings in order to explain the details of the new plans.

In general, the City will be eliminating the OPS and OPE plans effective 7/1/2015 for 12 month EE’s and effective 9/1/2015 for 10 month EE’s. During the open enrollment session, you will have the opportunity to elect either the OAP or choose the new HDHP. HDHP stands for High Deductible Health Plan. The High Deductible Plan is  the OAP with a “high deductible” up front. The Benefits Office along with Cigna and our consultant Milliman, will go over the details of the new plans during the scheduled sessions below.

We believe it is in your best interest to attend one the 16 sessions below to learn about the new plans and corresponding modifications to your premium shares. It is important that you fully understand your options before you enroll. We have asked for the support of your supervisors to allow you to attend one of these meetings if the meeting schedule overlaps your workday.

If you cannot attend one of these meetings, all the information will be available on or after May 18th on the City’s website which is www.waterburyct.org.

New Contract is Here!

Hey Everyone,
The new WCEA CONTRACT for 2013-2017 is here!
And while it is not perfect I do believe that it is the best we could hope for from the arbitration process.
We did manage to convince the panel on some key points on salary for our members but the compromise was the changes to our health care plans. The health care changes are very significant and the City will be holding a series of meetings beginning Monday 5/18/2015. I will be adding a separate post with those details.
One of the big questions I’m sure everyone wants to know about are our wages and steps. On this note I’m pretty sure everyone should be ok with the changes we won.

07/01/2013 – 06/30/2014, Effective 01/01/2014, 1% GWI, 2% Top Step Bonus
07/01/2014 – 06/30/2015, Effective 01/01/2015, 2% GWI, 2% Top Step Bonus
(Year 1 and 2 increases are retroactive)
07/01/2015 – 06/30/2016, Effective 07/01/2015, Step Increase, 1.5% Top Step Bonus
07/01/2016 – 06/30/2017, Effective 07/01/2016, 2% GWI, 1% Top Step Bonus

I can not say for certain when the new pay scales or retro pay will be issued, but I know that Payroll and the HRIS Departments will be putting in a lot of time and effort to have it done quickly and I would not expect it to take more than a few weeks until we start to see some of the changes.
As soon as we have the schedule from payroll we well get it out to everyone.

On contract language issues the big deal we won was the elimination of the restriction that Para-Professionals were prevented from being eligible to transfer if they have had a bad evaluation in the prior 2 years. In that regard the panel agreed that Para’s not be treated differently than the rest of the Union who did not have that restriction.
I’m sure there will be a lot of questions that everyone will have and you can email us or post a comment here and we will do our best to answer them.
